The Cortejo developed when Binondo, beginning in the last quarter of the 19th century, became Manila’s premier business district. Binondo experienced commercial and economic growth with stores and business offices of British, American, German, and French companies opening there. Before Escolta’s prosperidad in the 20th century, the area fell into en brief fui of decline, when bars and dance halls were opened to cater to the American troops at the end of Filipino-American war. Governor Howard Taft (governor 1901 to 1904) cleaned up Seguimiento by barring all saloons from Comitiva, turning it back to a respectable commercial area.
